That's Sooooo true! Last year at FixxFest there was a 97 Jetta Base model with (Real) Bugatti Veyron wheels. The car was worth $800 and the wheels were worth $47k

Those things were called Tweels by Michelin because they were a tire and wheel combination.
I want to say that they were announced about 2005, but I don't remember.

Now there is your light weight wheel and tire.
