Headlight adjustment

Hello! How do you guys adjust your headlights? I just purchased my car used and the headlights are adjusted way to high. I’ve followed what the directions appear to say using a screwdriver but the head lights won’t move at all. It has aftermarket bulbs in the headlights Could that affect the adjustment?

I used an 8mm I believe, can't remember the exact size but I think it's around there.

What screw driver are you using? needs to be phillips head and make sure it's engaging the adjustment gears. It's a little weird

Yes it’s a number 2 philips head like the directions said.
