At around 16 psi it drops

Is that 0% WGDC Actual? If so the PSI drop is normal and your tuner will compensate.

yes but tuner told me that I may have a leak or wastegate issue and told me my boost is everywhere I’m on a base map currently I have a turbosmart wastegate as well

It's probably a boost leak or improperly pre-loaded wastegate actuator. Your spool up seems to be pretty good, I would probably go boost leak hunting first before I started messing with the IWG actuator.
