Plz help!!!

Please help my car isn't making power!!! When I drive it the rpms will go up but no power will get to my wheels until the rpms start going down. It will do this until the rpms get high enough my turbo kicks in. I've been told my clutch might be bad but I just replaced it under a year ago and when the clutch went out it was slightly different than what is happening currently

If RPM goes up and the car does not move that is the clutch everytime.

If the rpms are going up and the car is not moving, that sounds like a clutch.

Car moves just gains power late. I'll press the Gas rpms will shoot up and car will move but doesn't make serious power until 15000 rpms or so then rpms go back down amd repeats until my turbo kicks
