Trimmed wheel well liners?

Bought my 2016 used and continue to find fun surprises from the PO.

It looks like the wheel well liners in for the rear wheels are cut or trimmer on the back side... both sides look like they've had part cut out. My question is why would anyone do that?

Maybe previous owner ran very wide tires/ wheels that rubbed?
