What is this mounted in the rear wheel wells on the European Fiestas?

I've seen what looks like a little "pad" mounted in the rear wheel wells of the European models. Does anyone know what they are four and how come our cars don't have them?

Mud guards. It actually works surprisingly.

Thank you very much for that information. Do you know if it’s a piece of the wheel well liner or a separate, possibly orderable piece?

For the life of me, I cannot remember... My car's currently at the dealership for repairs so I can't check.

Although I'm pretty sure it's a separate piece because it's different material compared to the wheel well liner (hard plastic vs fiber liner).
