What is this white dingus looking piece back on the firewall. Never noticed it before is somthing supposed to be attached to it?

If what you’re talking about is the plastic nut w/the washer attached it looks to me like it’s holding something I’m from the other side...it’s next to the hard lines?

I sure looks like a flange nut.
The bolt coming from the other side may hold on part of the heater assembly.
