Clutch pedal sticks when shifting at >4000 RPM

I have a 2016 with less than 48k miles on it; owned for less than 5 months now. It had two repairs done recently for the slave cylinder (twice cause the mechanic doing it didn't do it correctly the first time) and water pump system which was leaking coolant. Shifting at 4000 RPM or higher causes the clutch pedal to stick to the floor and release back to normal position after approximately a second. This was the first day it has been out of the shop.

Correction: The first two slave cylinder repairs were done a couple weeks ago. The water pump system was finished yesterday.

Find a different mechanic, because the one you had do your slave cylinder probably failed to bleed the system properly or he screwed up the second slave cylinder as well. I would start out at a new shop by having them bleed the slave cylinder system and see if that fixes it. If it doesn't then notify your former mechanic that you'll be taking him to court in order to pay for a Ford dealer to replace the slave cylinder yet again.
