Exhaust Flange - no nuts on the studs?

I'm attempting to install a catback exhaust, and I'm having trouble getting the original exhaust off. It looks like the nuts holding the exhaust to the downpipe have rusted away? Or maybe the previous owner tried to replace them with epoxy? Any advice? Should I just give up and take it to a shop? Sorry if this isn't the right place to post this

Got a Torch? I'd heat them red hot and melt any adhesive on them and hit them out with a hammer*

No torch, sadly. I ended up taking it to a shop. $150 well spent (albeit begrudgingly)
