I just tried to look under mine and I didn't see that part hanging down. It looks like yours was loose and maybe you went over a speed bump that bent it down. I think that hole in the shield is supposed to go where the hole in the car above it is. Under warranty? I know a lot of cars randomly drop the heat shields. Mine come loose occasionally and it makes a maddening ringing sound.
