It appears to just be condensation. The blue tinge could be from the lighting or as part of a slight reflection from the blue paint on the vehicle. How many miles on the vehicle/engine? If you are not seeing the oil level go down between services, you are probably fine.
does it smell strongly? looks to be just water vapor, which is a natural thing from a cold start. cold exhaust pipe, hot air, moisture condenses. All normal.
