Should there be a lower engine cover?

My '15 has no plastic panel below the engine. (I know - pesky) But a 14 Focus ST I looked at had one. I bought it used. Do these come with one, and if so is it any big deal? I do have a weeping axle shaft seal that I want to keep an eye on anyway.
