Why the difference in ECU tuning between EU and NA?

I'm just curious what the technical (or emissions?) reason is for EU using the MAF for IAT and G/S flow while here in NA it uses Speed Density via the MAP sensor.

Assuming all cars have the same sensors (they leave the full MAF in NA cars but ignore the flow rate signal), why program the vehicles differently?

I'm also curious about this, also if it's costly to convert to Speed Density? I haven't seen a good alternative to COBB yet:-(

Been eye'ing at bluefin. Seems to be a popular seller in UK and China.
