Bilstein B14 PSS rear ride height problem

I recently installed b14 suspension kit on my 2017 and have been fighting the ride height issue in the rear. Both sides are sitting similarly at just under 12.5 inches from center of the wheel to fender. But my driver side is roughly in the middle of the adjustment perch and passenger side is maxed out on adjustment towards fully low. I have taken the shock out and checked compression to the bump stop. I re torqued the beam bushing. I reinstalled the spring to make sure it was correctly sitting in the perch on the top and bottom and no fix. I'd like to lower the car more but I'm maxed out on the passenger side. I'm not sure what more I can do to try and find the issue. I'm really hoping something in the rear suspension isn't bent as I just got this car

I'm guessing you already made sure you're on a perfectly flat surface? For example, my own parking stall looks suitably flat but then the car is parked in it the rear right wheel hub is about half an inch closer to the fender arch than the rear left one, but when we put the car on the lift, everything was even.
