I honestly think this is the same dude that was running this same "deal" on Facebook earlier. When I offered to buy it but only with goods and services all I got was the same no response.

This is not spam, you may be accusing him of a scam however that has not been proven.
Although I personally believe that PayPal payment for Goods & Services is better for buyer protection.
There is no forum rule as to how a payment is requested.
