Fabric on inside of tire well

I was wondering if anyone has taken out the fabric that's on the inside of the tire well and if not then does it provide any useful benefit or is it ok to remove?

No real reason to remove it, keeps mud, water and other debris the tires kick up from getting into the inner wheel wells

I have a kindve ok size dent on the corner rear tire well and was gonna see if I can reach it through under there but I wasn't sure if I could take that out to try or how difficult it would be to remove and put back

it's a PITA to remove and easy to break the clips. but doable.
