Fender/ Front Bumper part I can't find! Anyone know?

I for the life of me cannot find these two parts and the insurance adjuster can't either!

Anyone know what to search for in the ford parts catalog?

-this part attaches to the next picture along with the fender liner and a bracket molded to the front bumper cover. Everything is missing in the passenger side.

And this is where is all should be mounted in the passenger side.

try looking under radiator cooling, not front bumper.
