If you're talking about the black plastic in front of the intercooler, the bumper does not need to be off.

Just like it was stated earlier, just start at one side and pull, working your way to the other. The only difference is that you don't need to worry about the bumper being off.

I am actually hacking my grille trim up and putting just the corner sections back in place.

I pulled the black lower grill piece out (took 15 seconds you just have to yank it) then cut the vertical pieces with my dremel. Once it was smooth I applied white touch up paint. If you pull the bumper off to do that you have too much time
