So every time I pass 35-4K, I get a loss of power followed by a louder spool from the BOV. The engine light occasionally comes on and eventually goes away but the the code reads as an “overboost”.

Stock? Tuned? What'chu got? How many miles? If you had an accessport, it would be nice to know what boost you had and the waste-gate duty cycle. Those two would basically tell us what's going on.

There's a few reasons for over boost. Boost control solenoid mounted on the turbo has three hoses connected to it, leading to the: intake, hot-side, and actuator for the waste-gate. Could be straightforward if you waste-gate isn't controlling boost properly...can get the vacuum lines damaged if you get debris up there. Do any off-roading recently? :p

You have two boost control devices. Wastewater and BOV (diverter valve, if stock). Something is amiss.

Edit: Said actuator without waste-gate. Don't want to confuse.

i bet is it is tuned, not a ots one but from a flash tune. If it is overboost then you are passing the upper load threshold on the tune (cold weather can do that) just talk to your tuner , he will fix it
