Arizona emissions check fire drill

I'm due for an Arizona emissions check for my 2016 FiST next week. I've had the check engine light on for years now. The main symptom is that the car has a hard time starting right after I fill it up with gas. I just had O'Reilly's run a report. This is the gist of it:

P0135 O2 Sensor Heater Circuit (Bank 1 Sensor 1)
P1450 Unable To Bleed Up Fuel Tank Vacuum
P2243 O2 Sensor Reference Voltage Circuit/Open - Bank 1 Sensor 1

My question is: which parts do I need to replace to fix this?

O2 sensor seems obvious. Would say gas cap for the other but the car doesn’t have one.

Do you ever clear the light? If so how long does it take to return? In Arizona I've cleared codes and and then drive enough to ready the emissions monitors... You only need 2/3 active to pass here
