Cobb Hangers? Only 3 in set?

I have a Ford Racing CBE coming in the mail and I picked up some Cobb exhaust hangers and the kit has 3. Which hanger does not get replaced with the set? Both the Cobb and FR CBE show four hangers.

The one nearest to the downpipe doesn't get replaced. It's a blue hanger and the other 3 are red. I thought it was weird too and had to ask Modbargains about it when they came in.
