Fender Paint Repair

Does anybody have any recommendations or advice on paint repair around the rear wheel wells. I know I'll need sanding, priming, painting, and clear coat, but is there anything else? This won't be a perfect repair, but I'm hoping to at least slow down the rust spread.

The drivers side is much worse because the inner fender is separating, so it might be difficult to fully repair that considering I don't own a welder. The paint bubbling underneath the fender protection is also worrying.

The mark of the FiST! You pretty much have the idea as long as you can all the rust gone and still have enough metal to build up filler. If you do end up through the metal there's always fiberglass to build back up, usually from the backside. There's no way around body work sucking, being prepared for the suck is the only way to make it not a nightmare for me.
