Flywheel torque specs

So I have seen the specs for the flywheel bolts. It looks like tightening in stages up to 30nm then 90 degree further turn. I’m not a mechanic by any means but doesn’t this sound kind of loose? It seems most are torqued to about 70-85 ft-lbs. it seems like a huge difference to 30nm. Like I said not a mechanic but is this normal for many cars?
