Horn blows continuously when start button is off.

Parked my car last night and turned engine off, horn blows continuously.
Horn stops blowing when ignition is turned on and it has normal operation. If engine is running horn also has normal operation.
All doors, trunk, and hood are closed and latched.
No other electrical issues I can notice.
I had to pull the horn fuse to get it to stop.
What the hell is going on here?
I have never had a problem with the horn in this car before.
My only leads are:
- Battery voltage got too low a couple weeks ago to start vehicle and I needed to charge it. After that everything worked fine.
- I also replaced my driver side blend door actuator a couple months ago so I was under the steering wheel moving around wires.
I am hoping that it's just my battery going bad and causing this weird issue.
ANY help or advice is appreciated!
