I recently installed a Cobb AP3 and I am running the stage 1 93octane OTS tune. I only see 18-19psi max most of the time, even when charge air temps are low during my morning commute. Is this normal? I just want to know if I should be looking for a boost leak or something.

That's normal. Cobb doesn't push boost beyond stock peak. It just removes the time limit. Stock is 15psi normal max and 20psi for a few seconds. Uphill in 4th or higher, WOT, around 3.5k RPM you should see the peak.
