Side-view Mirrors will not tilt "down"

Hello all,

I'm wondering if there is an order to have my side-view mirrors re-learn their boundaries.

I can move my mirrors electronically in every direction but downwards.[scratch]

Sounds like defective switch/connection to switch since it affects both sides.
