they have a policy (don't know how long they've had it or have been enforcing it) banning devices that circumvent or disable emissions systems or reflash the ECU.

I ASSUME either it's because of all the scammy "tuner chips" that have been floating around from china that do nothing, or they got scolded by the EPA
