Cold start rev hunting

Lately on a cold start while its in high idle im getting some rev hunting seconds before the RPM drops below a 1000 I have scanned it on a few seperate OBDs but each one has shown zero codes. It has never done this till now in 3 years of owning the car so I would not believe it is normal if someone said where would you guys look at replacing first or at least investigating! Thanks

Can't think of the item but @TyphoonFiST posted a link to the part on Amazon. It's a little electric motor that controls the throttle plate.
