Hole Below Spare Tire?

Ok, I bought this car used (2016 and it's a rebuilt front end) with 47k, and I'm curious what the hole below my spare tire's purpose is. After removing the tire and jack/accessories, there's a maybe .5" hole with a rubber gasket/flanges around it out the bottom - and I can see my driveway right through it. Is there some device I'm missing here? Or is it some sort of drain plug that just got damaged at some point? It might explain why my road noise from the rear is louder than it should be. Thanks for the help.

I wonder why the insulation was removed, maybe the PO dropped something messy back there and removed the plug to drain it? I also have a 2016: A98E40B3-7589-455B-AF96-7179A64E0791.jpeg

most holes in a trunk are for draining in case water gets in there so im guessing thats what that's for.
