Radiator louvre missing?

Was tightening the charge pipe hose clamps and noticed that one louvre is missing...is it supposed to be this way?

I presume not in order for them to work correctly.

Hmm, I wonder how it went missing?

Anyone have one that they are willing to part with?

It makes the fan more effective when sitting at idle or driving slowly, otherwise it's not a big deal.
Although this may be true.
The main purpose is to make the car more aerodynamic so as to improve gas mileage.
On my Escape, they are electronically controlled and only open when the coolant temp goes up.
