The Ford Fiesta ST meets the Rollover Potential Guidelines in 3.1. The 2011+ non-ST Fiesta models do not meet the requirements and are to be removed from the HS listing.
I'm guessing that an owner of a base fiesta could lower their fiesta and upgrade the suspension then compete in a non stock category, right? Does this only exclude them from the street class?

That is correct. They are banned from STREET class, but could easily run STF with lower/stiffer springs, hence the "removed from HS (H-street) listing," not completely banned from participation.
