Scraping sound when braking - left rear

she's making a scraping sound when braking. I looked and the rotor is pretty rusty where the others are not. do i need a new rotor or pads or both?

looks like both pads and rotors + rear caliper pins are seized. It's common on these cars. When you replace the pads and rotors, you can get work the rusty pins out and clean them up+re-grease them, or get new ones for fairly cheap.

If i recall its 40 ft lbs for the caliper to the spindle, and maybe 16 for the slide pin bolts? Its not major amounts.
