How loud is this with windows up and radio on?

Depends on how you drive. If you are just cruising you can barely hear it. If you are on it, you will hear it.

I had different users/ tuners tell me the cobb stage 2 map and custom tunes allow this CEL to be turned of via tune vs being tricked by a resistor.

My custom tune has the CEL turned off.
