Air inlet door not moving. Double click every few seconds

Recently replaced all my AC actuators. Everything has worked fine the past 200 miles up until yesterday. I started hearing a double click like click click every 5 seconds. I removed my glove box and noticed the air inlet vent wasn't moving so figured the actuator broke. I replaced it and it still doesn't work. I then disconnected the actuator and I still hear a constant clicking every 5 seconds whether the AC is on or off and no matter how long I drive. I checked the fuse for climate control and ac clutch in the passenger and engine compartments. Not sure what this could be?

If it's the one by the glove box there is a procedure to make sure the motor (gear) is indexed correctly and the flap valve is in the right position before you put it in. Did you do that?

No I thought if it lined up and went in I was good lol. What's the procedure exactly?

Scanned codes with FORScan and found in the HVAC module B1A61 Cabin Temperature sensor. Additional fault symptom circuit short to battery or open. Here is a YouTube video I recorded of the click sound it makes even when I have the actuators disconnected and the AC off.
