Brake Pedal stuck down

Been reading this forum for an answer and could not find anything, sorry if I missed the thread. I have bled the brakes 2 ways. One with a helper and one with Forscan. The pedal will not return and all four wheels are locked up after pressing the brake to start the car. The pedal is stuck where normal braking would occur. Is this a master cylinder or something else?

Haven't had this happen before (nor remember reading about it), but that certainly seems like a master cylinder issue.

Have you tried cracking the lines at the master to see if the calipers release? Almost seems like with the combination of the calipers locking and the pedal not returning that either the master (or maybe ABS module?) are not allowing fluid to flow backwards (back into the master).

Update, I replaced the master cylinder with new, no better. Replaced the ABS module used, no better. I crawled under the steering wheel and the bracket that holds the 2 brake switches was somehow pushing on the pedal. I bent it with an adjustable wrench and now it seems fixed.
