Paypal does a poor job when it comes to fraud issues. I got ripped off when I bought a dash cam that was too good to be true. PP sided with the merchant but when I presented the info to my Discover card, they issued a prompt refund.
Since Paypal and Fleabay are one and the same, I'm not exactly surprised.

Paypal and Ebay are no longer together they parted ways several years ago.
Decades ago I worked for a used car company. On paper, they were two separate companies; use cars and finance. They paid each other and wrote it off on their taxes.

In reality? One and the same company. Even operated under the same roof. Very old trick. Paypal and Fleabay are only different on paper. But they are the same company. Policies and needs are shaped by the needs of one.

interesting they made a big thing about separating a couple years back.

Even back then people were still exclusively locked into using PayPunk. It was my assumption that everyone on FleaBay was still locked into using PayPunk but assuming AI is correct, this may have changed roughly five years ago. Personally quit dealing with FleaBay over a decade ago due to ~90% return rates and seller games. (they're the reason I quit repairing small electronics -- volume sellers figured out it was cheaper to use their customers to test products they acquired)
